Pakistan Cricket Board (PCB) has observed that the current process of evaluating Umpires' performance needs to be improved. In the past, the Captain's report on Umpires provided an unsatisfactory base for evaluation of Umpires' performance as it was observed that Umpires usually received highest marks from the winning captain and lowest from the losing captain.
PCB has, therefore, decided to form a Panel of ex-Test and One-Day International Umpires to monitor the umpiring in domestic matches. The Panel comprises Messrs Khizar Hayat, Javed Akhtar, Azhar Hussain, Mahboob Shah, Feroze Butt and Said Shah. Being independent, the Panel should be in a position to monitor the standards of Umpiring objectively and judiciously.
In addition, Match Referees would also be required to give their evaluation of the quality of umpiring.
