| 1. | Introduction
This document is a Request For Proposals (RFP) for the supply and installation of 3 LED Electronic Cricket Scoreboards with a portable video replay screen that can be moved between Lahore, Multan and Karachi.
The objective of this document is to provide information to bidders that will enable them to submit proposals to PCB.

| 2.4.2. | Proposals should reach this office no later than 12:00 pm Pakistan time on 7th September 2005. |
| 2.5. | Implementation time frame:
Once a supplier has been selected the time frame for the delivery, installation and commissioning of the equipment will be agreed with the supplier. |
| 3. | General conditions of submission |
| 3.1. | Each supplier is allowed to submit only one proposal (if more than one proposal is submitted only one will be accepted.) |
| 3.2. | The supplier will bear all costs associated with the preparation and submission of the proposal |
| 3.3. | The supplier is expected to comply with all instructions, schedules, forms, terms and specifications contained within the RFP. Any failure to supply all the information as specified will be at the supplier’s risk and the Proposal may be rejected. |
3.4. | All information supplied in the Proposal shall be considered to form part of any contract that may be entered into in the event of PCB placing the order with the supplier. |
| 3.5. | The details of the proposal will remain valid for 60 days from the closing date of the receipt of Proposals. |
| 3.6. | Payments: |
| 3.6.1. | Payments will be made in US Dollars and will be in 4 instalments. |
| 3.6.1.1. | Initial payment of 50% following the signing of the contract. In order to secure the initial payment the supplier will be required to submit a bank guarantee for an amount equal to the initial payment to remain valid for a period of three months, or such longer period as may be mutually agreed. Bank guarantees issued by non-Pakistani based banks will require to be counter-guaranteed by a Pakistani scheduled bank. |
| 3.6.1.2. | Payment of 20% following the completion of the Factory Acceptance Test (prior to shipment) |
| 3.6.1.3. | Payment of 20% on completion of installation |
| 3.6.1.4. | The remaining 10% on completion of pre-testing and commissioning |
| 3.7. | The successful bidder will be required to provide a performance bond equal to 10% of the contract price to remain valid until one month after the dates of commissioning. |
| 3.8. | Liquidated damages shall be levied at the rate of US$5,000 per day for each day of delay beyond the agreed dates of commissioning, subject to a maximum of 5% of the contract price. |

| C.4 | The video board must be capable of providing full video for the supply of a live feed from both the game as well as a separate live feed of the spectators. |
| C.5 | The video board must be capable of displaying still images, animation and video. |
| C.6 | The video board must be a minimum size of 45 square metres |
| C.7 | The alpha-numeric scoreboard must display essential match information |
| C.8 | The software package provided must have a proven track record of being used as an official software package in an ICC tournament. |
| C.9 | The software package must be capable of real time updates of statistics from a database of players. |
| C.10 | The software package must integrate the results of Duckworth Lewis calculations with the scoring software. |
| C.11 | The software package must comply with the laws of cricket |
| C.12 | A fully functional demo version of the software must be available for demonstration prior to the awarding of the contract. |
| C.13 | The scoreboard solution must have remote system diagnostics that include continuous monitoring of components. |

| C.15 | The supplier is to include recommended spares for a period of one year |
